The Open Data policy decided by the government, favorable to innovation and the creation of new solutions useful to all, is at the heart of the challenges of modernizing public action. Strategies based on this data can then be implemented, contributing to the quality of the services offered, their management and their evaluation. Sharing and exchanging data constitutes a real revolution which public actors have seized upon, understanding all the benefits they have in gaining from it. Thus, if the government created its own open Buy Bulk SMS Service data portal (data.gouv.fr), the Paris City Hall was quick to follow suit with opendata.paris.fr, as did the metropolis of Nantes ( data.nantesmetropole.fr) and many other public actors following them. On these portals, GovTech, but also citizens, access millions of data on a very large number of subjects: agriculture, food, culture, the economy, employment, education, research, international, Europe, housing, energy, health, social, society, territories, transport, tourism, town planning… The use of this data makes it possible to define efficient public strategies taking into account needs, but also real and quantified situations, at the scale of a region, a territory, a city, a village, or even a building…
